Regarding the Arab that found the GPS device under his car while it was getting a tune up….?

A few weeks ago a story broke out about an Arab american that took his car in for an oil change, and the mechanic found a strange device that was attached to the underneath of his vehicle. It turned out to be a GPS locator placed there by the government to track his movements.
This caused everyone to throw up their arms in anger, and started in about the "big brother" conspiracy theories.
The problem I have is that no article I have read about this incident has ever stated why they were tracking him in the first place. He must have triggered some sort of investigation by doing something that was suspicious.
Does anyone have an idea as to why he was targeted?
